Description
It doesn’t matter if it is late at night (11:00PM Central) or early in the morning (5:00AM Central), this car is always parked at Picard Park. I have heard someone was living at the park but I am unaware if this is the same person. There is already a problem with people using this local park for their drugs, alcohol, and litter spot.
