Description
This dog has been left outside for days at times without food or water I have given it food and water multiple times and now it’s being left outside without even a shelter in the cold 40 degrees and raining. This dog is owned by the people who live in apartment B of 412 vieux orleans circ. The parent does not live in the apartment half the time it’s just children. They do not deserve to have a animal.
