Description
Black male keeps coming into yard/sitting in ditch exhibiting erratic behavior. He appears to either be having an acute psychotic episode or on drugs. This behavior in my yard is new. He frequently walks up and down the street and usually stays in the pont des mouton/moss st area. The close proximity to my home and frequency has increased. Behaviors appear more erratic which causes concern for my safety and for the young children in close proximity to our homes. I believe he lives in the area but I am unsure. He is currently sitting on the road.
