Description
On the corner of 11th and Plum st; the corner of property assessment #6035223. The street floods when it rains and the homeless guy who lives in a tent on adjudicated property (6050202) uses it as a trash can. Yesterday I saw him dispose a stick with some cloth wrapped around it. Streets flood, city filling with angry/racist/ homeless drug addicts.
