Description
Dogs barking at ear-piercing levels for HOURS without stopping. These pets are outside and clearly in distress. The owners are ignoring these dogs, and the neighborhood is inundated with the CONSTANT NOISE on a daily basis. Why is this legal? Why isn't something being done about these dogs?
